Taking a massive leap toward “uninterrupted” disaster response, Negros Occidental Governor Bong Lacson and Provincial Administrator Atty. Rayfrando Diaz led the turnover of Starlink Satellite Internet kits and Hytera Base Radios to local government units (LGUs) across Negros Occidental Friday, February 20, 2026.
The distribution, held during the Joint PPOC and PADAC meeting at Negros Residences, is a strategic move to ensure that cities and towns remain connected even when traditional communication towers fail during typhoons or volcanic eruptions.
The “Abanse Negrense” initiative focuses on the province’s most critical need during emergencies: reliable data and voice links. * Starlink Connectivity: By utilizing satellite technology, LGUs can maintain high-speed internet even in “dead zones” or during total power outages.
The Provincial Disaster Risk Reduction and Management Office (PDRRMO), led by Irene Bel Ploteña, emphasized that this equipment is not just for show—it is a requirement for modern disaster management. Other LGUs in the province are set to receive their units once administrative requirements are finalized.
“The project aims to strengthen emergency communication… ensuring reliable and uninterrupted connectivity, particularly when conventional networks may fail,” she said.
